หมวด ๙ สิทธิพิเศษในการรับส่งไปรษณีย์

ห้ามมิให้ผู้ใดขัดขวาง หน่วงเหนี่ยว หรือกีดกั้นบุคคล สัตว์ หรือยานพาหนะอย่างใด ๆ ที่จะไปรับหรือใช้ให้ไปรับถุงไปรษณีย์ หรือที่กำลังรับส่งถุงไปรษณีย์
