หมวด ๙ สิทธิพิเศษในการรับส่งไปรษณีย์

บรรดาบุคคล สัตว์ หรือยานพาหนะอย่างใด ๆ ที่รับส่งแต่เฉพาะถุงไปรษณีย์นั้น ถ้ามีค่าผ่านทางที่จะต้องเสีย ให้ยกเว้นไม่ต้องเสีย
