(๑) การจัดสรรที่ดินของหน่วยราชการ หน่วยงานของรัฐ รัฐวิสาหกิจ ราชการส่วนท้องถิ่น หรือองค์กรอื่นของรัฐที่มีอำนาจหน้าที่ทำการจัดสรรที่ดินตามกฎหมาย
(๒) การจัดสรรที่ดินที่ได้รับอนุญาตตามกฎหมายอื่น
