ให้ผู้ว่าราชการจังหวัดมีอำนาจหน้าที่กำกับดูแลการปฏิบัติราชการของเมืองพัทยา เพื่อการนี้ ผู้ว่าราชการจังหวัดมีอำนาจสั่งสอบสวนข้อเท็จจริงหรือสั่งให้นายกเมืองพัทยาชี้แจงแสดงความคิดเห็นเกี่ยวกับการปฏิบัติราชการของเมืองพัทยาได้
