ผู้ใดทำการศึกษา ทดลอง หรือวิจัยพันธุ์พืชพื้นเมืองทั่วไป พันธุ์พืชป่า หรือส่วนหนึ่งส่วนใดของพันธุ์พืชดังกล่าวที่มิได้มีวัตถุประสงค์เพื่อประโยชน์ในทางการค้า ให้ปฏิบัติตามระเบียบที่คณะกรรมการกำหนด
