ในพระราชบัญญัตินี้ “เรือ” หมายความรวมถึง ยานพาหนะทางน้ำทุกชนิดรวมทั้งยานพาหนะทางน้ำชนิดที่ไม่มีระวางขับน้ำ และเครื่องบินทะเลซึ่งใช้หรือสามารถใช้ในการขนส่งทางน้ำได้ “เครื่องบินทะเล” หมายความรวมถึง อากาศยานอื่นใดที่สร้างให้บังคับการเดินเรือบนพื้นน้ำได้ “รัฐมนตรี” หมายความว่า รัฐมนตรีผู้รักษาการตามพระราชบัญญัตินี้
