ให้คณะกรรมการเป็นผู้แต่งตั้งผู้ว่าการ ให้ผู้ว่าการเป็นกรรมการโดยตำแหน่ง และได้รับเงินเดือนตามที่คณะกรรมการกำหนด การแต่งตั้ง และการกำหนดเงินเดือนตามมาตรานี้ต้องได้รับความเห็นชอบจากคณะรัฐมนตรี
