ให้รัฐมนตรีมีอำนาจออกตั๋วสัญญาใช้เงินคลังแทนเงินตราไทยให้แก่สมาคมตามความจำเป็น ตั๋วสัญญาใช้เงินคลังที่ออกตามความในวรรคก่อน ต้องเป็นตั๋วเปลี่ยนมือไม่ได้ มีข้อกำหนดไม่ให้คิดดอกเบี้ย และเป็นตั๋วชนิดใช้เงินเมื่อทวงถาม
