ให้มีคณะกรรมการสำรวจการกักตุนโภคภัณฑ์ขึ้นคณะหนึ่ง ประกอบด้วยรัฐมนตรีว่าการกระทรวงมหาดไทยเป็นประธาน และบุคคลอื่นอีกไม่น้อยกว่าแปดคนซึ่งคณะรัฐมนตรีแต่งตั้งเป็นกรรมการ และให้มีอำนาจหน้าที่ตามพระราชบัญญัตินี้ทุกท้องที่ทั่วราชอาณาจักร
