ในการเรี่ยไรห้ามมิให้ใช้ถ้อยคำหรือวิธีการใด ๆ ซึ่งเป็นการบังคับผู้ถูกเรี่ยไรโดยตรงหรือโดยปริยาย หรือซึ่งจะทำให้ผู้ถูกเรี่ยไรเกิดความหวาดหวั่นหรือเกรงกลัว
