ให้รัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม*รักษาการตามพระราชบัญญัตินี้ กับให้มีอำนาจแต่งตั้งพนักงานเจ้าหน้าที่ และกำหนดอัตราค่าธรรมเนียมไม่เกินจำนวนอย่างสูงที่กำหนดไว้ในบัญชีต่อท้ายพระราชบัญญัตินี้ และออกกฎกระทรวงเพื่อปฏิบัติการให้เป็นไปตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
