ให้ผู้ประกอบธุรกิจนำเที่ยวซึ่งวางหลักประกันไว้ก่อนวันที่กฎกระทรวงนี้ใช้บังคับมีสิทธิได้รับคืนเงินหลักประกันหรือลดภาระหลักประกันตามหนังสือค้ำประกันของธนาคารที่ได้วางไว้เกินจำนวนเงินหลักประกันที่กำหนดไว้ในกฎกระทรวงนี้
