หมวด ๕ การรับและส่งไปรษณียภัณฑ์

ให้อธิบดีจัดทำไปรษณียนิเทศขึ้น เพื่อใช้ประกอบกับพระราชบัญญัตินี้ และให้มีอำนาจเปลี่ยนแปลงแก้ไขตัดทอนเพิ่มเติมหรือยกเลิกเพิกถอนเสียได้เป็นคราว ๆ ไปรษณีย์นิเทศนั้น เมื่อได้รับอนุมัติของรัฐมนตรีและได้โฆษณาแล้ว ให้ใช้บังคับได้
