ให้รัฐบาลมีอำนาจจัดการกู้เงินในประเทศสยามรวมเป็นจำนวนสิบล้านบาท (๑๐,๐๐๐,๐๐๐ บาท) ให้ดอกเบี้ยเป็นอัตราร้อยละสี่ครึ่งต่อปี จ่ายครึ่งปีต่อครั้ง คือ ณ วันที่ ๑๕ กันยายน และวันที่ ๑๕ มีนาคม
