ภาคที่ ๓ ว่าด้วยทางหลวงและทางราษฎร์
(๑) ควรสร้างทางหลวงของแผ่นดินสายใด หรือแต่ส่วนใดบ้าง
(๒) ควรจัดบำรุงด้วยวิธีใด เพื่อให้ทางหลวงของแผ่นดินที่มีอยู่แล้วให้ดีอยู่คงที่
