ผู้ใดประกอบกิจการโรงภาพยนตร์หรือร้านวีดิทัศน์อยู่ในวันที่พระราชบัญญัตินี้ใช้บังคับ ให้ยื่นคำขอรับใบอนุญาตตามพระราชบัญญัตินี้ต่อนายทะเบียนภายในเก้าสิบวันนับแต่วันที่พระราชบัญญัตินี้ใช้บังคับ และเมื่อยื่นคำขอแล้วให้ประกอบกิจการต่อไปได้จนกว่าจะได้รับแจ้งคำสั่งไม่ออกใบอนุญาตจากนายทะเบียน
