หมวด ๕ องค์กรสาธารณประโยชน์
(๑) เป็นโครงการด้านการจัดสวัสดิการสังคมที่มีผลต่อการป้องกัน การแก้ไขปัญหาและการพัฒนาสังคม
(๒) เป็นโครงการที่ไม่ขัดต่อนโยบายของรัฐบาลและแผนพัฒนางานสวัสดิการสังคม และ (๓) เป็นโครงการที่มีการดำเนินงานมาแล้ว โดยมีทุนอยู่บางส่วน หรือเป็นโครงการใหม่
